Cambodia Health Policy: Ministry Updates Hospital Infrastructure CPA Guidelines

Background

The Ministry of Health technical working group is updating the “CPA Guidelines” to standardise activity packages for development of referral hospitals. The working group’s remit covers both clinical service modules and operational systems that support hospital infrastructure planning.

Planned revisions include clinical modules for non-communicable diseases, communicable diseases, health information systems, bed and staffing calculations across three hospital levels, and one-stop service models. The group met in Phnom Penh on 2 October 2026 for its 19th session; the meeting was chaired by Undersecretary Dr. Mao Tan Eang and included 35 participants joining in-person and by Zoom.

Scope of Application

The CPA Guidelines apply to the development and upgrading of referral hospitals across three defined hospital levels as referenced by the Ministry of Health. The document is intended to guide clinical service packages, infrastructure calculations and associated operational systems used by central directorates, provincial health departments and hospital managers.

Key Provisions or Decisions

Participants focused on updating a set of core sections in the draft guidance: (1) non-communicable disease modules covering diabetes and hypertension; (2) communicable disease modules including HIV/AIDS and other conditions listed in the draft; (3) health information systems integration; (4) methods for calculating bed numbers and staffing across the three hospital levels; and (5) provisions for one-stop service models. The working group also identified remaining editorial and technical tasks required to finalise the guideline text.

Implications for Investors, Businesses, or Compliance

Public hospitals, provincial health authorities and development partners should anticipate that finalised CPA Guidelines will set technical expectations for facility planning and service packages. Organisations involved in hospital design, procurement or technical assistance will need to align proposals and compliance documentation with the guideline provisions once the Ministry confirms the final version.
