Background
At an ASEAN Inter-Parliamentary Assembly (AIPA) multi-stakeholder forum on climate-resilient food systems and responsible agricultural investment, Cambodia presented national policy links between climate mitigation, adaptation and food-security planning. Cambodia submitted its third nationally determined contribution (NDC 3.0) to the United Nations Framework Convention on Climate Change (UNFCCC) in 2025.
The NDC 3.0 raises mitigation ambition across five sectors—energy; industry and product use (IPPU); agriculture; forestry and other land use (FOLU); and waste—with targets that aim to reduce greenhouse gas emissions by up to 55% by 2035. The Royal Government approved the Cambodia Climate Change Strategic Plan 2024–2033 (CCCSP) to guide the country’s transition toward low-carbon, climate-resilient development and carbon neutrality by 2050.
Scope of Application
The NDC and CCCSP function as national policy instruments and strategic frameworks for public agencies, development partners and sectoral stakeholders engaged in climate action and agricultural planning. Their scope covers mitigation and adaptation measures across energy, industry, agriculture, land use, forestry and waste sectors as reported by the Ministry of Environment.
Key Provisions or Decisions
Official commitments include an increase in national mitigation ambition through the NDC 3.0 and formal adoption of the CCCSP 2024–2033. The Ministry of Environment cites sectoral targets and a national objective of achieving carbon neutrality by 2050. The ministry also reported that projected climate impacts could reduce Cambodia’s gross domestic product by approximately 9.8% by 2050, highlighting the economic rationale for integrated climate and food-security policy.
Implications for Investors, Businesses, or Compliance
The government has called for increased mobilization of finance, technology and innovation from private investors, development partners and financial institutions to support climate-resilient agriculture and green investment. Businesses operating in agriculture, forestry, energy and manufacturing should expect greater alignment of investment planning with national climate targets and strategic priorities set out in the CCCSP and NDC 3.0.
