Cambodia Environmental Policy: ASEAN ASPEN 2026–2035 Strategy and Implementation Framework

Background

The ASEAN Strategy on the Environment (ASPEN) 2026–2035 is a regional policy instrument that sets strategic objectives for nature protection, climate resilience, low-carbon transition, and pollution control across member states. The draft identifies three strategic aims—Nature-Positive ASEAN, Climate-Resilience and Low-Carbon ASEAN, and Pollution-Free ASEAN—and seven priority areas, including biodiversity conservation, coastal and marine protection, climate change response, pollution prevention and circular economy, water security and ecosystem resilience, environmental information and education, and urban environmental sustainability.

A delegation from Cambodia’s Ministry of Environment, led by Undersecretary Van Muninatha, attended the third technical consultation on the ASPEN 2026–2035 draft held in Kuala Lumpur on 30 June–1 July 2026. The consultation brought together ASEAN senior environmental officials, working group chairs, the ASEAN Centre, the ASEAN Secretariat, and around 40 regional partners to revise the draft strategy and endorse a monitoring, tracking and evaluation framework and implementation mechanisms.

Scope of Application

The draft ASPEN 2026–2035 is intended as a regional strategic framework for adoption and coordination among ASEAN member states and relevant regional institutions. The document and its monitoring framework are being circulated among technical working groups and stakeholders for final inputs prior to consideration by senior officials and ministers.

Key Provisions or Decisions

  • Participants at the third consultation agreed to support and revise the joint draft of ASPEN 2026–2035 and to endorse three overarching strategic aims and seven priority strategic areas as listed in the draft.
  • The meeting endorsed the development of a monitoring, tracking and evaluation framework and associated implementation mechanisms to accompany the strategy.
  • Officials requested the ASEAN Secretariat to circulate the revised draft to member states and partner institutions for final comments from seven ASEAN technical working groups and other stakeholders.
  • The consolidated final draft will be submitted for consideration at the 37th Senior Officials Meeting on the Environment and related meetings scheduled to take place online from 4–7 August 2026.

Implications for Investors, Businesses, or Compliance

The draft strategy establishes regional policy priorities and a monitoring framework that national ministries and regulators may reference when updating sector rules and guidance. Entities operating in sectors highlighted by the strategy—such as coastal development, forestry, waste management, and urban infrastructure—should track national transposition of ASEAN-level commitments to understand potential changes in environmental permitting, standards, or reporting expectations.
