Cambodia Immigration Regulation: GDI Reviews Draft Immigration Law and Inter‑agency Consultation

Background

On 2 July 2026 the General Department of Immigration convened senior leadership together with representatives of the Legal Council and the Economic, Social and Cultural Council to review and discuss a draft Immigration Law. The session took place at the Conference Hall of the Office of the Council of Ministers and included participants from the Ministry of Interior and the Khmer Language Commission.

Immigration law development in Cambodia involves inter-agency consultation where administrative agencies provide technical input and consultative bodies advise on legal and social implications. The General Department of Immigration functions as the primary administrative body responsible for implementing and operationalising immigration rules once they are adopted.

Scope of Application

The draft Immigration Law under review is a national regulatory instrument intended to govern entry, stay and exit procedures for non-citizens, and to set responsibilities for agencies involved in border management and visa administration. The law’s scope encompasses visa issuance, residence status, and the administrative roles of enforcement and adjudication bodies within Cambodia’s public administration architecture.

Key Provisions or Decisions

The meeting continued inter-agency examination of the draft text and focused on legal and administrative elements rather than on operational enforcement. Leadership at the session included the General Director of Immigration, ឯកឧត្តម ឧត្តមសេនីយ៍ឯក សុខ វាសនា, together with អនុប្រធាន អ៉ឹង សេរីវិសុទ្ធ (head of Group 1, Legal Council) and អនុប្រធាន ចែម ផល្លា (head of Group 3, Economic, Social and Cultural Council). Additional participants included ឯកឧត្តម ប៊ុន ហុន and State Secretary គៀត ច័ន្ទថារិទ្ធ representing the Ministry of Interior, as recorded by the General Department of Immigration.

Implications for Investors, Businesses, or Compliance

A national immigration statute shapes regulatory requirements for employers that engage foreign workers and for service providers involved in visa and residency facilitation. Businesses that rely on foreign labour and entities offering migration-related services should track the law’s final provisions to align administrative procedures with agency responsibilities and permit requirements.
