Cambodia Environmental Regulation: IEIA Review for Mining Exploration in Mondulkiri

Background

The Ministry of Environment convenes inter-ministerial technical reviews of initial environmental impact assessments (IEIAs) for proposed natural-resource projects to gather cross-sectoral comments and technical inputs. On 26 May 2026, Undersecretary Chea Sina led a review meeting to examine the IEIA submitted by ANTRONG MENTALS CO., LTD for an exploration project described in the IEIA as affecting Prek Krueng and Atroong in Poujray village, Pechrada district, Mondulkiri province.

The meeting brought together technical staff from the Directorate of Environmental Impact Assessment and representatives from relevant ministries and institutions to discuss mitigation measures and compliance with government technical guidance. The review included 29 technical officers from the Directorate of Environmental Impact Assessment and invited officials from related ministries and institutions.

Scope of Application

This review applied specifically to the initial environmental impact assessment prepared for the mineral exploration project by ANTRONG MENTALS CO., LTD and studied by GREEN ASSESSMENT CO., Ltd. Participation by cross-sector technical officers indicates the review targeted environment, social, and biodiversity risks identified in the IEIA for the Prek Krueng and Atroong area in Mondulkiri.

Key Provisions or Decisions

Participants reviewed, discussed, and collected technical comments and additional inputs on the IEIA with the stated aim of ensuring management and mitigation of potential negative impacts on environment, society, and biodiversity. Attendees emphasized alignment of proposed mitigation measures with the Ministry’s technical standards and the government’s sustainable development principles.

Implications for Investors, Businesses, or Compliance

Project proponents preparing IEIAs for mineral exploration should incorporate cross-sector technical comments into revised assessments to address identified environmental, social, and biodiversity risks. Companies seeking further permitting steps are advised to document how they respond to the Ministry’s technical inputs and to align mitigation measures with recognized national technical guidance for environmental management.
