Cambodia Tourism Policy: Pilot Free-Visa Trial, China-Ready Certification and Smart-Gate Upgrades

Background

The Ministry of Tourism administers destination marketing campaigns and issues service-quality certifications that align tourism businesses with priority source markets. The Pilot Project Free Visa is a four-month visa-exemption trial targeting Chinese visitors, with a government objective to attract at least 500,000 additional tourists during the trial period.

The General Department of Immigration is preparing to deploy automated Smart Gates at Techo International Airport and Siem Reap Angkor International Airport to streamline passenger processing for eligible arrivals. The Ministry has also introduced a China Ready assessment process that awards certificates to tourism businesses meeting service standards intended for Chinese travellers.

Key Developments

On 26 May 2026, Minister Huot Hak hosted a working discussion with a Chinese delegation led by Sun Guizhen of the China Transport Services Association during the Cambodia Tourism Marketplace (CTM 2026 Mini-Series). The meeting included senior leaders from the Ministry, national tourism associations and a delegation of about 40 participants representing 17 Chinese companies.

The Minister announced plans to lead a Cambodian delegation to Beijing on 4 June 2026 to organize the official launch event for the Pilot Project Free Visa and to coordinate further joint promotion with Chinese private-sector partners. CTM 2026 Mini-Series is scheduled to run monthly as a year-long destination marketing campaign under the theme “Cambodia to the World,” providing recurring B2B networking between international buyers and Cambodian suppliers.

Institutional Role

The Ministry of Tourism serves as the primary coordinator for destination promotion and for the China Ready certification process, while PATA Cambodia is the lead organizer for CTM 2026 Mini-Series events. The General Department of Immigration is the operational lead for border-control measures, including the planned Smart Gate installations at two international airports.

Compliance Implications

The Royal Government has adopted a “Zero Online Scam” policy and enacted laws targeting technology-enabled fraud and cybercrime as part of broader measures to protect tourists and investors. The China Ready certification creates a formal assessment pathway for tourism businesses to demonstrate service readiness for Chinese visitors, which businesses can use to align operations and marketing with the pilot visa and promotional activities.
