According to the inspection findings, the factory began operations in July 2025 and employed about 400 workers, including three Chinese nationals.
The review was conducted by the Takeo Provincial Department of Environment, including environmental protection office officials, in coordination with the deputy governor of Daun Keo City, the Roka Krau sangkat chief, and a village-level deputy chief. The inspection followed a report alleging that the factory was releasing heavy smoke affecting nearby residents.

Inspecting officials found that the factory had a valid waste transport contract and environmental contract documentation with the Ministry of Environment. During the boiler inspection, officials observed a pile of firewood near the boiler, did not find fabric sacks nearby, and noted that the boiler chimney was low.
Environment officials required the factory to install a higher boiler chimney and to add equipment for capturing dust and steam. Officials also instructed the factory to dry its firewood properly in order to avoid producing heavy smoke during combustion in the boiler.
The factory representative agreed to comply with the instructions issued during the inspection.
