Background
Cambodia’s land registration system uses cadastral and land law procedures to identify, map, and record ownership or legal status for individual land parcels. State public land is a distinct legal category in Cambodia’s land governance framework and is generally used for public interest purposes rather than private disposal.
Ancient sites and cultural heritage areas may be subject to overlapping governance by land administration, cultural heritage authorities, and state property management institutions. In Cambodia, the Ministry of Land Management, Urban Planning and Construction is responsible for technical land registration, while the Ministry of Culture and Fine Arts may hold heritage sites under the law on cultural heritage protection.
The management, use, and disposition of state assets are also governed through the state property framework administered by the Ministry of Economy and Finance. This institutional structure connects cadastral registration, heritage protection, and public asset management when a historically significant site is formally recorded as state public land.
Key Developments
The Ministry of Land Management, Urban Planning and Construction announced that Kanchanh Ta Sek, described as an ancient site located in Banteay Bo village, Chhnuor Mean Chey commune, Preah Netr Preah district, Banteay Meanchey province, has been registered as state public land.
According to the ministry, the site has an area of 1,544 square meters and is identified under land parcel number 126.
The ministry stated that the registration was completed under cadastral technical procedures and the Land Law. It further said that the property is held by the Ministry of Culture and Fine Arts under the law on the protection of cultural heritage, with management by the Ministry of Economy and Finance under the law on the management, use, and disposal of state property.
Implications
The registration provides an official legal status for the site within Cambodia’s land administration system. It also clarifies that the parcel is part of the state public land regime rather than a private landholding.
For land governance, the decision helps define institutional responsibilities across land administration, heritage protection, and state asset management. For local land administration and dispute prevention, formal registration can support clearer parcel identification and public recordkeeping for a site with cultural and historical status.
