On 26 March 2026, Cambodia’s Ministry of Environment announced a strategic initiative to develop Koh Sralao as the country’s first model carbon-neutral island. The project forms part of Cambodia’s climate roadmap and combines ecosystem restoration with low-carbon community infrastructure and local environmental management.
Background
The ministry stated that the initiative centers on restoring mangrove ecosystems on Koh Sralao. Mangroves were identified as a key form of “blue carbon” because of their capacity to absorb and store carbon dioxide, supporting greenhouse gas reduction efforts and climate change mitigation.
Project Components
The announced measures include large-scale mangrove replanting, community-led stewardship of local environmental management, installation of solar energy systems for more than 350 households on the island, and provision of waste bins and waste collection arrangements to reduce pollution and improve sanitation.
Government Position
Environment Minister Eang Sophalleth described Koh Sralao as a starting point for a broader strategy. According to the ministry’s statement, the island is intended to serve as a pilot model that could later be expanded to other communities as part of Cambodia’s wider carbon neutrality agenda.

The ministry acknowledged support from GIZ, UNDP, GGGI, development partners, and private sector participants involved in the implementation of the initiative.
