Background
On 8 October 2026, the Ministry of Education, Youth and Sport (MoEYS) and the Ministry of Labour and Vocational Training held a forum at Hun Sen Krakor High School to discuss implementation of upper‑secondary vocational education pathways. MoEYS will implement upper‑secondary vocational pathways in the 2026–2027 school year across 51 public secondary institutions covering a list of 15 technical and vocational skills.
The vocational pathway model links classroom instruction with employer engagement, company demonstrations and workplace visits to provide students with practical exposure to trades and technical occupations. The forum in Krakor included participation from national TVET agencies, a national polytechnic institute, the International Labour Organization, four private employers (RMA Cambodia, KNN Cambodia Co., Ltd, GAC and Toyota Cambodia), local education authorities, school leadership, teachers, parents and 280 students.
Scope of Application
The rollout applies to 51 named public secondary institutions selected by MoEYS for the 2026–2027 academic year. MoEYS identified 15 priority skill areas for the upper‑secondary vocational pathways, which are included below.
- Electrical
- Electronics
- Mechanics (automotive)
- Mechatronics
- Agricultural science
- Hospitality / service skills
- Food processing
- Computer technology
- Digital media and design
- Accounting
- Precision / smart agriculture
- Agricultural development
- Front office / clerical
- Vehicle installation and repair
- Electronics installation and assembly
Key Provisions or Decisions
MoEYS and the Ministry of Labour and Vocational Training presented the operational approach for the vocational pathways, including school‑level implementation and employer engagement. Two secondary schools were identified as early implementers: Hun Sen Krakor High School (vehicle installation and repair pathway) and a second government high school selected to implement the electronics assembly pathway.
The forum programme included panel discussions and company demonstration stands; participating students subsequently visited employer stands to study company operations and practical workplace processes. The event recorded 280 total participants, of whom 150 were female students and guardians, and included representatives from RMA Cambodia, KNN Cambodia Co., Ltd, GAC and Toyota Cambodia.
Implications for Investors, Businesses, or Compliance
Private employers can participate in the vocational pathways through demonstrations, hosting workplace visits, and providing practical exposure to students; several companies already participated in the Krakor forum. Local school administrations and provincial education departments will coordinate programme implementation and employer engagement at the institutional level.
For businesses considering engagement, the pathway model creates structured opportunities for industry‑school cooperation without specifying legal obligations; participation has been presented as a practical mechanism for skills familiarisation and potential recruitment pipelines.
