Background
The meeting reviewed workstreams within Cambodia’s technical and vocational education and training (TVET) system, including labour-market linkages, curriculum and textbook revision, and teacher capacity development. The ninth meeting of the project’s Steering and Management Committee was held on 22 September 2026 in Phnom Penh and included 29 participants (19 in-person, 10 online). The Cambodia–EU Twinning Project organizes joint governance sessions that bring MoEYS officials together with EU project leaders to coordinate implementation across multiple TVET components. The project structure divides activities into three core components: (1) studies and programmes linking education to work and acceleration activities, (2) curriculum review and development of TVET textbooks, and (3) teacher training and capacity building.
Key Developments
MoEYS reported progress across each component and participants exchanged practical lessons learned from activity implementation. The committee reviewed the action plan covering work completed from May to August 2026 and set a forward activity schedule from August 2026 through February 2027. Discussions at the meeting addressed curriculum frameworks for work-linked training, guidelines for implementation, assessment mechanisms, and incorporation of digital tools and artificial intelligence into teaching and learning packages.
Institutional Role
The meeting was chaired by Dr. Em Kouch, State Secretary at MoEYS and project Chair, with participation from the EU Twinning head Frederico Berera and the EU delegation’s head of cooperation Bryan Fornari. Representatives included MoEYS directorates, institute directors, and international experts from France, Finland and Germany who joined online. The Steering and Management Committee functions as the principal coordination body for the Twinning Project, aligning MoEYS priorities with technical assistance and partner inputs.
Implications for TVET Institutions
Participants highlighted measures to strengthen institutional capacity, including the preparation of implementation guidelines, teacher training programmes, instructional materials, and competency-based assessment tools. The project aims to bolster the skills of students, teachers, and institutional management so that TVET providers can better respond to national economic and social needs. MoEYS also emphasized continued knowledge sharing and documentation of practical lessons to inform future scale-up and institutionalisation of project activities.
