On 14 March 2026 in Phnom Penh, a representative of the Ministry of Education, Youth and Sport presided over an oath-taking and scarfing ceremony for new scout leaders and senior scouts of the Royal University of Law and Economics. The ceremony involved 210 participants, including 190 women, within the university’s scout unit.
The event was chaired by Dr. Kim Sethany, Permanent Secretary of State and Vice President of the National Scout Movement of Cambodia, representing Deputy Prime Minister and Minister of Education, Youth and Sport Hang Chuon Naron, who also serves as President of the National Scout Movement of Cambodia.
During the event, the ministry representative referred to the role of the Cambodian scouting mission in supporting the government’s education quality agenda, particularly efforts to strengthen public school quality through model schools from preschool to secondary education. The remarks stated that scouting education has been incorporated into extracurricular activities to reinforce discipline, ethics, morality, civility, values, and positive behavior among students in model schools.
The statement also noted the organization of scout clubs and patrol structures in educational institutions from primary education to higher education. According to the remarks, these activities contribute to training, full personality development, and 21st-century skills development for youth and children.
