Cambodia Secured Transactions Law: SETFO 2.0 Registration System and Compliance Training

Background

The Ministry of Commerce organised a capacity-building workshop in Siem Reap on 30 July 2026 focused on operationalising Cambodia’s secured transactions framework and the electronic registry used to record security interests. The workshop was held at Angkor Miracle Resort & Spa and convened about 50 participants from banks, microfinance institutions, pawnshops, law offices and judicial departments.

The Law on Secured Transactions (2007) establishes a legal framework for creating, registering, and enforcing security interests over movable property in Cambodia. The Secured Transactions Electronic Filing and Notice System (SETFO) is an online registry accessible at https://setfo.moc.gov.kh for recording notices of security interests under that law.

Scope of Application

The Law on Secured Transactions applies to security interests created over movable property and to the parties who grant or take those interests, including commercial lenders, microfinance providers and non-bank creditors. The SETFO registry functions as the public filing system for notices that affect the priority and public visibility of such security interests.
