Background
The Accounting and Auditing Regulator (ACAR) operates under the Non‑Bank Financial Services Authority and administers standards and capacity programs for public sector accounting in Cambodia.
Cambodia Public Sector Accounting Standards (CPSAS) form the national framework intended to support the government’s planned transition to full accrual-based public sector accounting by 2031.
On 31 July 2026 ACAR organized a Certificate Awarding Ceremony for representatives from the General Department of Treasury, municipal and provincial treasuries, and the Economics and Finance Institute who completed the Train‑the‑Trainer (ToT) program, Phase I. The event was presided over by H.E. Bou Tharin, Director General of ACAR, and attended by Mrs. Nean Bony, Deputy Director General of ACAR, management and officials of ACAR, and Mr. Yin Sekhong, Director General of BSA.
Scope of Application
The Train‑the‑Trainer program targeted civil servants and relevant stakeholders responsible for maintaining accounting records and preparing financial statements within ministries, public institutions, and subnational treasuries. The instructional focus addressed practical application of CPSAS procedures for preparers of public sector financial reports.

ACAR completed Phase I of a Train‑the‑Trainer program designed to build internal instructional capacity for CPSAS implementation across national and subnational treasury offices. Certificates were awarded to successful participants to recognize completion of the Phase I curriculum.
