Cambodia Intellectual Property Policy: Establishing an IP Business Center with WIPO

Background

The Memorandum of Understanding signed in Geneva on 6 July 2026 establishes a formal framework to create an Intellectual Property Business Center (IPBC) aimed at supporting private-sector awareness of intellectual property benefits. The IPBC framework represents a targeted institutional mechanism for outreach and capacity-building focused on intellectual property administration, innovation promotion, and SME support.

WIPO and the Ministry of Commerce also documented cooperation on technical projects that have been implemented in Cambodia, including an Appropriate Technology Project and an IP for Tourism initiative. Cambodia is the first Least Developed Country to enter into this specific type of MoU with WIPO on establishing an IP-focused business centre.

Scope of Application

The memorandum applies to cooperative activities between the Ministry of Commerce and WIPO related to establishing and operating the IPBC, with an explicit emphasis on private-sector engagement and awareness-raising. The agreement covers collaboration on IP administration improvements, digital transformation efforts tied to IP services, promotion of innovation and entrepreneurship, and support measures for small and medium-sized enterprises through IP initiatives.

Key Provisions or Decisions

Her Excellency Cham Nimul, Minister of Commerce, and WIPO Director General Daren Tang signed the MoU to create the IP Business Center (IPBC) designed to assist the private sector in understanding and using intellectual property. The parties reiterated commitments to strengthen regional and international cooperation on IP and identified prior Cambodia projects—Appropriate Technology and IP for Tourism—as practical precedents for the partnership.

Implications for Investors, Businesses, or Compliance

The memorandum sets out a cooperative platform intended to increase private-sector knowledge of intellectual property tools and to support enterprises—particularly SMEs—through IP-related capacity-building. Enterprises engaging in innovation, branding, or tourism-related promotion in Cambodia can expect targeted outreach and technical assistance linked to the IPBC partnership.
