Cambodia Agriculture-Water Policy: Tri-Sector Governance Advances Community Targeting and 2027–2031 Strategy

Background

The Tri-Sector Working Group on Agriculture-Water-Rural Development (TSWG-AWR) is an inter-ministerial technical coordination body that brings together sector ministries and development partners to align operational planning across agriculture, water resources, and rural development functions. The group’s technical meetings are used to synchronize action plans, agree community-level targeting, and prepare joint strategic documents that guide multi-sector interventions.

On 6 July 2026, state secretaries from the Ministry of Agriculture, Forestry and Fisheries, the Ministry of Water Resources and Meteorology, and the Ministry of Rural Development co-chaired the 18th TSWG-AWR technical meeting. The meeting reviewed June 2026 intersectoral activities, agreed select community targets for 2026–2028, and examined progress on preparing the 2027–2031 strategy and implementation plan.

Institutional Role

The TSWG-AWR functions as a technical forum for inter-ministerial coordination on project planning and community-level interventions that require combined inputs from agriculture, water management, and rural development agencies. Representatives from relevant ministries, agencies and development partners participate to ensure that activity sequencing, budgeting inputs and community selection reflect shared priorities across the three sectors.

Key Developments

  • The meeting reviewed progress on intersectoral activities implemented in June 2026 and discussed a draft action plan for July 2026 to maintain coordination and sequencing of field work.
  • Participants examined implementation of decisions from the sixth ministerial-level tri-sector meeting, including arrangements for additional community engagement and joint budgeting processes.
  • Delegates agreed to select five additional communities for intersectoral interventions in 2026–2027 and a further five communities for 2028, and they set priority activities for each targeted community.
  • The group reviewed preparations for a combined “TSWG-AWR Strategy and Implementation Plan (2027–2031)” and discussed guidelines for an expert advisory group to support drafting the strategy document.
  • Meeting items also included proposals for feasibility work on water-storage facilities, planning leadership field visits, and scheduling a retreat to finalize action and budget plans.

Operational Implications

The decisions on community selection and priority actions establish the immediate targeting framework that sector teams will use for coordinated field implementation and budgeting. Preparing the TSWG-AWR strategy and forming an expert advisory group are intended to produce a consolidated multi-year plan that links community-level interventions to medium-term sector objectives across agriculture, water resources and rural development.
