Background
The Ministry of Commerce officially launched the Cambodia Trade Enterprise (CTE) on 12 June 2026 at the ministry headquarters, with Secretary of State Kim Sithan representing Minister Cham Nimmol. The launch ceremony included participation from ministry leaders, foreign diplomats, private-sector business owners and development partners.
The ministry presents the CTE as a public enterprise intended to partner with private firms to develop new business models and expand international market access for Cambodian products. The national Trade Strategic Plan 2026–2028 identifies institutional ecosystem reform, domestic commerce, and international trade as three core areas of work guiding the CTE’s mandate.
Key Developments
The launch speech praised Green Trade for roughly 30 years of activity in food security and market stability and positioned the CTE as a complementary, not competing, entity relative to private-sector businesses. During the event the CTE signed memoranda of understanding with several commercial banks and logistics companies to coordinate financial and supply-chain support for traders and producers.
Institutional Role
Ministry recommendations for the CTE include close cooperation with farmers, agricultural communities, small and medium enterprises (SMEs), and investors to support market integration and product value-add. The CTE is also instructed to coordinate with relevant directorates to monitor market trends and prepare market-entry strategies for new international markets.
Market Impact
Officials signalled that rice will remain a strategic commodity while the CTE will pursue diversification by promoting organic products, processed agricultural goods, and other high-potential crops to increase domestic value addition and exports. The enterprise is expected to participate actively in negotiations and seek to maximise benefits from Cambodia’s existing trade agreements where appropriate.
