Cambodia Civil Service Placement Policy: Labor Governance for Primary-Level 2025 Recruits

Background

The Ministry of Civil Service administers placement and deployment of newly appointed public servants to central ministries, provincial administrations and education-sector posts.

Placement exercises allocate candidates to specific work locations based on official merit rankings and documented appointment results. For the 2025 primary-education priority-1 cohort, placement sessions were scheduled at the Provincial Administrative School Center on 5–6 October 2026 to align recruit arrival with the 2026–2027 school-year opening.

Key Developments

On 4 October 2026, State Secretary Yuok Bunna led a final operational review with representatives from the Ministry of Education, Youth and Sport and other officials to verify venue preparations, rooms and technological arrangements at the Provincial Administrative School Center. The placement schedule published by the Ministry assigns candidate numbers 1–120 to the morning session (07:30–12:00) and 121–240 to the afternoon session (13:30–17:45) on Monday 5 October; candidate numbers 241–360 are set for the morning of Tuesday 6 October and 361–408 for the afternoon of Tuesday 6 October.

Operational Implications

Candidates are instructed to arrive one hour before their session start time (06:30 for morning sessions; 12:30 for afternoon sessions), present their registration form and original Khmer national identification card, and attend in person; unexplained absence or failure to appear without an authorised representative will be treated as forfeiture of placement rights. The Ministry emphasised that the placement exercise aims to ensure timely staff availability for schools ahead of the November 2026 academic term.

Institutional Role

The Ministry of Civil Service conducted the placement exercise in coordination with Ministry of Education, Youth and Sport representatives to match recruit allocations with local school staffing needs. The Provincial Administrative School Center served as the operational staging location for verification, registration and assignment of work locations during the two-day exercise.
