Cambodia Administrative Governance: Secretariat Network to Coordinate Public Administration Reform

Background

Deputy Prime Minister Hun Mani initiated the formation of a “Secretariat Network” to facilitate communication and coordination between ministry-level general secretariats and other ministry bodies. The initiative aims to strengthen administrative governance and to make cross-ministry implementation of reform measures more coordinated and efficient.

The Secretariat Network is designed to connect ministry-level general secretariats with the directorates of administration and finance across all ministries and institutions, excluding the Ministry of National Defence. The mechanism’s functions include coordinating inter-ministerial administrative support, promoting experience and knowledge exchange among secretariats, and reducing procedural complexity in routine administrative workflows.

Key Developments

A draft sub-decree establishing the “Secretariat Network of Ministries, Institutions and Operational Organizations” was presented for review to the Secretariat of the National Committee to Promote Implementation of Key Measures in Public Administration Reform on 8 May 2026. The draft was discussed within the Committee structure that supports implementation of the government’s public administration reform agenda for the seventh legislature.

Institutional Role

The network is intended to act as an operational channel between general secretariats and the directorates responsible for administration and finance, enabling faster coordination of support functions across ministries. By providing a dedicated coordination layer, the network is expected to make inter-agency exchanges of technical advice, leadership practices, and reform tools more systematic without creating new line-management authorities.

Policy Context

The Secretariat Network is presented by the government as part of a broader push to modernize public administration under a single-responsibility governance arrangement, aimed at delivering more responsive, transparent, and service-oriented public institutions. The Ministry of Civil Service is positioned as the implementing anchor for the mechanism, reflecting its mandate over civil service management and administrative reform coordination.
