Cambodia Indigenous Land Registration: Community Land Records and Property Governance in Ratanakiri

Background

The Ratanakiri provincial administration, acting through its provincial Department of Land Management, Urban Planning, Construction and Survey, registered indigenous communal land located outside plot No. 096 with an area of 0.7239 hectares in Phum Tumpuon Reung Thom (ភូមិទំពួនរឺងធំ), Ta Veang Kroum commune (ឃុំតាវែងក្រោម), Ta Veang district (ស្រុកតាវែង), Ratanakiri province.

The parcel was recorded as communal ownership using national land-surveying techniques and applicable local land-administration rules, and the registered title is held by the head of the indigenous community in Phum Tumpuon Reung Thom.

Key Developments

MLMUPC’s Ratanakiri office posted the registration notice on its official social channels and identified the parcel by plot number and precise area. The public notice included Khmer-language location details and phrases indicating the registration as communal ownership.

Institutional Role

Provincial land-management units execute cadastral recordings and maintain land registers for community-held parcels under the technical guidance of the national Ministry of Land Management, Urban Planning and Construction. Community leaders are recorded as custodians of registered communal titles in provincial records when a parcel is entered as communal ownership.

Operational Implications

Formal registration creates an administrative record of the communal land parcel that local authorities and the national ministry can reference in land administration and spatial planning activities. The registration notice provides a concrete data point—plot number, area, and community custodian—that can be cited in ongoing land inventory and governance datasets.
