Background
The Ministry of Agriculture, Forestry and Fisheries (MAFF) deploys district-level working teams to communicate beneficiary selections and coordinate delivery of project support in targeted communes and districts. MAFF led a field announcement in Svay Leu district to notify farmers selected for support under the EMPOWER project.
The EMPOWER project provides selected farmers with production inputs such as poultry chicks, feed, vegetable seeds, mushroom spawn, and fertilizer for home-based vegetable cultivation and free-range poultry rearing. Under the program in Svay Leu, households were offered a choice between two livelihood pathways: protected (home-net or greenhouse) vegetable production and free-range chicken rearing.
Key Developments
On 22 August 2026, His Excellency Khun Savoeun, State Secretary of the Ministry of Agriculture, Forestry and Fisheries and head of the EMPOWER district implementation team for Svay Leu and Varin districts, led a public announcement in Svay Leu district, Siem Reap province. The event was held at the Svay Leu district hall and included local officials such as Mr. Hai Vasna, Deputy Director of the provincial Department of Agriculture, Forestry and Fisheries, and Mr. Phon Sophat, Deputy Governor of Svay Leu.
Local commune agricultural officers and approximately 150 participants attended the announcement, which notified beneficiaries from Khnang Phnom and Kantuot communes about their selection for project support.
Institutional Role
MAFF described its role as providing ongoing technical training, supplying production materials, and facilitating market linkages for beneficiaries at harvest. District-level teams are responsible for coordinating commune officers, scheduling training sessions, and arranging distribution of inputs to selected households.
Operational Implications
Selected farmers will receive a package of production inputs and technical assistance tailored to the chosen livelihood option. For vegetable production, support includes seed varieties and fertilizer plus training on protected cultivation; for poultry, beneficiaries receive breeding chicks and starter feed together with husbandry guidance and market connection support.
