Cambodia Seed Regulation: MAFF Approves Two Hybrid Maize Varieties for Official Use

Background

Cambodia regulates the release of crop varieties through an official evaluation process overseen by the Ministry of Agriculture, Forestry and Fisheries and its crop variety release committee. Formal seed release allows a crop variety to be recognized for official use and supports later multiplication and distribution within the agricultural system.

Maize is a field crop used for feed and commercial agriculture, so seed performance affects farm productivity, cropping calendars, and input planning. Hybrid maize varieties are typically assessed for yield, agronomic performance, disease tolerance, and suitability under local growing conditions before approval for wider use in Cambodia.

Seed evaluation in Cambodia commonly relies on multi-year testing and field observation across different provinces to compare performance under farm conditions. Official release decisions provide an administrative basis for expanding farmer access to new crop genetics developed through public research and development.

Scope of Application

The decision concerns two hybrid maize varieties, coded BH-3577 and BH-4187, developed through research and development by technical teams of the General Directorate of Agriculture under the Ministry of Agriculture, Forestry and Fisheries.

The evaluation covered trial results from 2020 to 2026 over a six-year period in five target provinces: Kampot, Battambang, Kampong Cham, Tbong Khmum, and Kandal. The committee also conducted a field inspection on 25 March 2026 at a farmer demonstration plot in Chiro Krom 1 Village, Chiro 1 Commune, Tbong Khmum District, Tbong Khmum Province before reaching its decision.

Key Provisions or Decisions

On 8 April 2026, Secretary of State Touch Bunhour chaired a meeting of the crop variety release committee at the ministry to review and evaluate the release of the two new hybrid maize varieties.

According to the ministry, BH-3577 was described as having strong stalks, resistance to lodging, and an average yield of 8.8 tonnes per hectare. BH-4187 was described as a short-duration variety that can help farmers plan crop rotation while maintaining yields of up to 8.5 tonnes per hectare.

The ministry stated that both varieties showed strong capacity to withstand fungal disease, resilience to climate variation, and high market demand. Based on the technical results and field verification, the meeting approved the release of hybrid maize varieties BH-3577 and BH-4187 for official use, with distribution to farmers planned in the near future.

Implications for Investors, Businesses, or Compliance

The approval expands the list of officially released maize varieties available through Cambodia’s seed governance system. For seed producers, distributors, and agricultural businesses, formal release is a relevant reference point for lawful commercialization, production planning, and engagement with farmers.

For farmers, the decision indicates that the two varieties have completed the ministry’s evaluation process and are intended for wider agricultural use. For public agricultural programs and input supply chains, the release may support broader adoption of maize varieties with tested yield performance and shorter production cycles.
