The project owner is SCHNEITEC LEGACY CO., LTD., and the EIA study was prepared by K2A MANAGEMENT CO., LTD.

On 8 April 2026, Secretary of State Tea Chub of the Ministry of Environment led an inter-ministerial meeting to review and provide comments on the full environmental impact assessment report for the proposed battery energy storage project.
The meeting included representatives of relevant ministries and institutions, specialist general departments of the Ministry of Environment, and 31 technical officials from the environmental impact assessment department.
According to the ministry, the purpose of the meeting was to examine the EIA report in detail and provide additional technical input to ensure that the project addresses environmental protection, includes mitigation and prevention measures for adverse impacts on physical and biological resources, and considers socio-economic effects in line with sustainable development and existing legal instruments.
Implications
The review indicates continued government scrutiny of environmental and technical issues in large-scale energy infrastructure development. For project developers and consultants, the process highlights the role of inter-ministerial consultation and technical review in advancing infrastructure proposals that may affect land, resources, and local communities.
If developed as described by the ministry, the project would add battery storage capacity intended to help stabilize Cambodia’s electricity distribution network by storing energy during lower-demand periods and releasing it during higher-demand periods. The ministry also stated that the project is expected to generate local employment during both construction and operation.
