Background
Rice production is a core part of Cambodia’s agricultural economy and is closely linked to rural household income, food supply, and agricultural trade. Agricultural finance and shared production infrastructure affect farmers’ ability to purchase inputs, manage cultivation costs, harvest on time, and store or process output after collection.
Farmer cooperatives and modern agricultural communities are used in Cambodia to organize production, aggregate members, and improve access to finance, machinery, and market linkages. Concessional credit and grant support are commonly structured to strengthen agricultural value chains by combining working capital with investment in equipment and post-harvest facilities.
Key Developments
The Ministry of Agriculture, Forestry and Fisheries announced that H.E. Khim Finan, Under Secretary of State and director of the Cambodia Agricultural Sector Diversification Project (CASDP), signed agreements to provide nearly US$12 million in low-interest loans and close to US$1 million in grants.
The support was provided to nine modern agricultural communities from Banteay Meanchey, Battambang, Kampong Thom, and Siem Reap provinces. According to the ministry, the signing ceremony was held jointly in Siem Reap province on 30 December 2025.
The ministry said the package would support more than 1,500 rice-farming households cultivating over 15,000 hectares. It also covers investment in production infrastructure and equipment, including warehouses, harvesters, tractors, water pumps, and rice milling machines.
The nine beneficiary communities listed by the ministry are: Baray Taing Kouk Modern Agricultural Community in Kampong Thom; Ek Phnom Safe Rice Modern Agricultural Community in Battambang; Neang Am Rice Modern Agricultural Community in Siem Reap; Banan District Rice Modern Agricultural Community in Battambang; Kanghot Irrigation System Rice Modern Agricultural Community in Battambang; Roung Chrey Meanchey Rice Modern Agricultural Community in Battambang; Moung Russei Quality Rice Modern Agricultural Community in Battambang; Kampong Thom Rice Crop Development Modern Agricultural Community in Kampong Thom; and Preah Netr Preah Modern Agricultural Community in Banteay Meanchey.
Implications
The agreements indicate a large-scale capital support package for organized rice producers in four provinces, combining concessional lending with grant financing. This structure may improve access to farm machinery and storage or processing assets that individual smallholders would find difficult to finance independently.
For agricultural businesses and development stakeholders, the announcement shows continued use of project-based financing mechanisms to strengthen rice production systems through community-level investment.
