Cambodia Immigration Policy: GDI Guideline 074 on Social-Security Information Dissemination

Background

The General Department of Immigration (GDI) operates within the Ministry of Interior and manages administrative and enforcement procedures related to border control and immigration services. Guideline 074 defines procedural rules for the dissemination of social-security related information by immigration officers, including specific provisions on professional secrecy and identity protection.

On 25 May 2026 Deputy Director Phan Phakdei coordinated a working-group meeting that included representatives from eight GDI departments and a presentation by Dr. Touch Sokha, deputy spokesperson of the Ministry of Interior, delivered via the Zoom platform. The guideline lists operational measures such as prohibitions on unauthorized persons, rules for recording operational activities, and procedures for escorting suspects to immigration offices.

Scope of Application

Guideline 074 applies to immigration officers and other officials with enforcement authority under the Ministry of Interior, and to staff within the General Department of Immigration departments involved in operations and public information. The scope covers the handling, disclosure, and publication of information related to social-security matters and operational activities conducted by immigration personnel.

Key Provisions or Decisions

The guideline is organized into eleven numbered elements. The principal items listed are:

  • 1. Purpose — a statement of the guideline’s objectives.
  • 2. Scope of application — definition of covered personnel and activities.
  • 3. Professional secrecy — rules on maintaining confidentiality of sensitive information.
  • 4. Prohibition on unauthorized persons — restrictions on access by individuals without official duties.
  • 5. Recording or publishing operational activities — rules for photographing, filming, or otherwise documenting operations.
  • 6. Escorting suspects to offices — procedures for transporting and receiving persons of interest.
  • 7. Providing information at offices — requirements for how information is supplied within office settings.
  • 8. Standards for information provision — hierarchical or categorical levels governing what information is released.
  • 9. Provision of technical documents — rules on issuing specialist or technical records.
  • 10. Identity concealment — measures for protecting personal identity in disclosures.
  • 11. Authority for information dissemination — delineation of which officials may authorize public communication.

Implications for Investors, Businesses, or Compliance

Although Guideline 074 is directed at government officers, private entities and individuals interacting with immigration authorities should expect that information exchanges will follow the guideline’s confidentiality, identity-protection, and information-authorization provisions. Organizations that communicate with or provide data to immigration offices may need to observe the procedural requirements that govern how and when information is recorded or published by officials.
