Cambodia Border and Tourism Governance: Inter-Ministerial Coordination of Cross-Border Travel and Chinese Visa-Exemption Pilot

Background

The Inter-Ministerial Committee for the Coordination of Travel and Transport of Tourists and Travelers at International Border Checkpoints and Gates Nationwide (ICTT) is an inter-ministerial body formed to coordinate inbound and outbound passenger movements at Cambodia’s international border crossings. A meeting chaired by H.E. Huot Hak on 25 May 2026 introduced Vice Chairs and members of the ICTT and brought together representatives from ministries, institutions, and the administrations of 19 provinces and capitals, totaling about 100 participants.

The ICTT’s mandate includes reviewing progress on transport coordination at international checkpoints and addressing operational challenges and complaints affecting tourists and travelers. The committee discussed solutions to facilitation challenges at border gates and coordinated plans for a four-month visa-exemption pilot for Chinese citizens scheduled in 2026.

Institutional Role

The Ministry of Tourism chairs and hosts the ICTT as the lead secretariat for inter-agency coordination on tourist and passenger movement at border checkpoints. The committee was reconstituted with an updated composition following authorization by Prime Minister Samdech Moha Borvor Thipadei Hun Manet, and it includes Vice Chairs and members drawn from multiple ministries, institutions, and provincial administrations to ensure cross-cutting operational oversight.

Operational Implications

Meeting agenda items focused on three operational tasks: introducing the committee’s leadership and membership, reviewing a summary report on progress in coordinating travel and transport, and discussing concrete solutions for challenges and requests related to border crossing facilitation. Participants also examined coordination needs for implementing the planned four-month visa-exemption pilot for Chinese citizens, including points of contact across national and provincial administrations.

Key Developments

Officials emphasized the committee’s role in reducing unnecessary barriers and addressing irregularities that disrupt passenger movements, and they highlighted the ICTT as a mechanism for handling tourist complaints arising at international checkpoints. The plenary brought together roughly 100 officials from 19 provincial and capital administrations, reflecting a nationwide coordination footprint for border and tourism governance.
