Cambodia Immigration Governance: Inter-ministerial Data Verification System for Personnel Records

Background

The General Department of Immigration manages national immigration records and border-control datasets that can be used in inter-agency personnel checks. On 21 May 2026 the GDI Director-General Sok Vasna participated in an inter-ministerial committee meeting to study and develop a centralized system for cross-checking data of former civil servants, customs officers, national police, and armed forces personnel.

The meeting was held under the chairmanship of State Secretary Mao Chan Dara and included representatives from the Prime Minister’s Office, the Ministry of National Defence, and the Ministry of Economy and Finance, among other agencies. The purpose of the inter-ministerial work is to align institutional responsibilities and technical approaches for exchanging personnel data across ministries.

Institutional Role

The General Department of Immigration attended as a stakeholder with operational responsibility for immigration and border records, while the Ministry of National Defence and national police offices represented security and force-management interests. State secretaries from the Prime Minister’s Office and the Ministry of Economy and Finance participated to provide cross-cutting administrative and budgetary perspectives.

Key Developments

Senior officials convened to study the technical and governance arrangements needed for a personnel data verification system. Attendees listed in the GDI announcement included the Director-General, deputy directors, department heads, and multiple state secretaries from relevant ministries.

Operational Implications

A functional inter-agency verification system will require defined data-sharing arrangements, compatible technical interfaces between agency databases, and agreed access controls to protect sensitive personnel information. Agencies involved in personnel management will need to coordinate on data formats, indexing fields, and procedures for authorizing cross-checks to enable reliable automated matching.
