Cambodia Water Policy and Investment: Australia’s ACP4Climate Program for Water Resource Resilience

Background

The ACP4Climate program establishes a bilateral investment partnership led by the Ministry of Water Resources and Meteorology to strengthen water governance for climate resilience in Cambodia. ACP4Climate is an Australian government investment program supporting climate change responses in Cambodia’s water sector.

The Ministry of Water Resources and Meteorology leads program implementation in partnership with the Royal Government of Cambodia. The program is intended to support implementation of the “roadmap for climate-resilient water resources governance in Cambodia (2026-2030)” and will focus on flood and drought response, strengthening water management systems, and evidence-based planning.

Policy Context

The ACP4Climate initiative is aligned with the Royal Government of Cambodia’s strategic approach to climate adaptation and water-sector planning for 2026–2030. The program’s emphasis on evidence-based planning is designed to integrate hydrological data and risk assessment into sector strategies and operational water management at national and subnational levels.

Institutional Role

The launch ceremony took place on the morning of 21 May 2026 at the Sun & Moon Riverside Hotel in Phnom Penh. State Secretary San Vannthy of the Ministry of Environment attended the event as the representative for the Minister of Environment, while the ceremony was presided over by Thao Cheata, Minister of Water Resources and Meteorology, and Derek Yip, Australia’s Ambassador to Cambodia.

Key Developments

The public launch marks the formal start of cooperation between the Australian government and Cambodian ministries on a targeted water-resilience program. Announced objectives include operationalising a national roadmap for climate-resilient water governance and prioritising measures to manage flood and drought risks and to strengthen national water management systems.
