Cambodia FinTech Policy: Non-Bank Digital Transformation Strategy 2026–2030 Review

Background

On 5 June 2026 the working group to promote digital transformation in the non-bank financial sector convened its second meeting under the chairmanship of H.E. Mey Van, State Secretary and General Secretary of the General Secretariat of the Non-Bank Financial Services Authority (FSA). The session included presentations from the FinTech Center leadership and participation by government delegates, director-level officials, technical staff and working-group members who examined foundational elements of the draft strategic plan.

A working group to promote digital transformation in the non-bank financial sector operates under the General Secretariat of the Non-Bank Financial Services Authority. The draft Non-Bank Digital Transformation Strategy 2026–2030 is being developed to provide implementable guidance for stakeholders across Cambodia’s non-bank financial sector. Meeting participants sought to make the draft strategy more complete and operational so it can be applied by relevant institutions and service providers.

Scope of Application

The draft strategy targets Cambodia’s non-bank financial sector, including non-bank financial institutions, FinTech service providers, supervisory units within the FSA and other government agencies with oversight responsibilities. The plan is intended to cover technical, governance and coordination elements needed for sector-wide digital transformation rather than individual private-sector projects.

Key Provisions or Decisions

Meeting participants reviewed and discussed foundational inputs for the draft strategy with the objective of improving completeness and operational clarity. H.E. So Sophea, head of the FinTech Center, and Ken Chantha, Deputy Head of the FinTech Center, provided the main presentations on the draft strategic plan. The working group requested additional detail on implementation mechanisms and coordination roles to ensure the strategy is actionable for all stakeholders.
