Cambodia Regulatory Reform: CDC Reports on Government-Private Sector Reform Package and Road Law Amendment

Background

The Council for the Development of Cambodia (CDC) functions as a coordinating body for investment-related policy and public-private reform dialogue in Cambodia’s governance architecture. H.E. Sun Chanthol, Deputy Prime Minister and First Vice Chairman of the Council for the Development of Cambodia, led a CDC delegation to the Council of Ministers plenary on 22 May 2026 to present government–private sector reform reports.

The plenary session reviewed a draft progress report on the implementation of the “sharp package” of reform measures introduced at the 19th Government–Private Sector Forum for the second semester of 2025. The meeting also considered a draft monitoring and evaluation report on the Pentagonal Strategy–Phase 1 for 2025 and a draft law proposing amendments to the Law on Roads.

Scope of Application

The draft law under review is described as an amendment to the Law on Roads and, as such, pertains to the legal framework that governs road-related policy and regulation in Cambodia at the national level. The other documents discussed—the reform package progress report and the Pentagonal Strategy monitoring report—relate to national-level policy implementation and public–private coordination rather than local administrative measures.

Key Provisions or Decisions

At the plenary session chaired by the Prime Minister at the Peace Palace, CDC presented and the Council of Ministers examined three draft items: (1) the draft progress report on implementation of the “sharp package” of reform measures from the 19th Government–Private Sector Forum (second semester 2025); (2) the draft monitoring and evaluation report on the Pentagonal Strategy–Phase 1 for 2025; and (3) the draft law on amendments to the Law on Roads. The official summary of agenda items was delivered by H.E. Sun Chanthol on behalf of the CDC delegation.

Implications for Investors, Businesses, or Compliance

Review of a draft amendment to the Law on Roads signals potential future changes to the regulatory framework governing Cambodia’s road infrastructure, which may affect permitting, project planning, and compliance requirements for infrastructure and construction projects. Progress reporting on the government–private reform package and the Pentagonal Strategy monitoring indicates ongoing national-level evaluation mechanisms that investors and businesses can monitor to assess policy stability and reform implementation timelines.
