Cambodia Land Dispute Resolution: National Assembly Reviews Out‑of‑Court Mechanisms in Tbong Khmum

Background

As part of its oversight mandate, the National Assembly’s Human Rights and Petition Committee (Committee No.1) conducted a field mission to Tbong Khmum province to monitor the implementation of laws and to promote out-of-court land dispute resolution mechanisms. The committee reported its objective as understanding procedures, outcomes, and challenges in provincial-level land dispute handling.

Tbong Khmum provincial administration reported that a formal, systematized land registration campaign concluded on 24 May 2025. Provincial officials stated that land dispute resolution at provincial, district/municipal and commune levels has been conducted through multilayered committees using negotiated settlements grounded in principles of fairness, factual verification, and mutual agreement.

Institutional Role

Committee No.1 leads parliamentary monitoring of citizen petitions and human-rights related grievances, including land disputes, and carries a mandate to assess compliance with relevant laws and national strategies. During the visit on 21 May 2026, the committee delegation engaged with provincial authorities to review administrative procedures for registering land and resolving disputes outside the judicial system.

Key Developments

On 21 May 2026 the committee delegation, led by Sar Chomrong, met provincial governor Pan Kosal and technical units to review the province’s record on land registration and dispute resolution. Provincial authorities reported the May 2025 completion of a systematized land registration campaign and described continued use of local-level dispute committees to negotiate settlements rather than immediate litigation.

Provincial officials also indicated an intention to strengthen ombudsman-style complaint handling and internal inspection to reinforce administrative integrity in land matters. The National Assembly delegation reaffirmed the legislature’s interest in monitoring adherence to national policy priorities and in encouraging peaceful, law‑based resolution of boundary and land claims.
