Background
The Anti-Corruption Unit (ACU) is the Cambodian agency responsible for coordinating corruption prevention, investigations, and interagency anti-corruption measures across national public institutions. A bilateral joint work program is a formal cooperation mechanism used by law-enforcement and prosecutorial bodies to structure capacity-building, operational exchanges, and mutual assistance over a defined timeframe.
The ACU delegation, led by Oum Yentieng, participated in the 11th Boreal Economic Forum in Vladivostok, which was reported to include representatives from about 80 countries and roughly 12,000 participants. At the Vladivostok meeting (31 August–5 September 2026) the ACU and the Russian Prosecutor General’s Office (PGO) issued a joint two-year work program covering 2027–2028 that identifies strengthening capacity, law-enforcement assistance, and protection of Russian citizens as cooperation priorities.
Key Developments
The ACU’s participation in the forum and the signed two-year work program formalize a structured cooperation channel with the Russian PGO for 2027–2028. The public statement on the program lists three cooperation priorities: capacity strengthening, law-enforcement assistance, and protection of Russian citizens, and links those priorities to activities stemming from the Vladivostok engagement.
Institutional Role
The joint program establishes a bilateral institutional linkage between Cambodia’s anti-corruption authority and Russia’s prosecutorial office, creating an administrative framework for cross-border coordination. For Cambodia’s governance system, the agreement creates a point of contact for international law-enforcement cooperation related to corruption cases and citizen protection that will be active across the 2027–2028 period.
Operational Implications
Operationally, the two-year timetable gives participating agencies a defined period for planning capacity-building activities and exchange visits under the program’s scope. Cambodian units involved in implementation will coordinate administratively with the ACU and any designated counterparts to align schedules and resources to the program priorities.
