Background
The Trust Regulator is the authority that manages, supervises and develops the trust sector in Cambodia.
As of 7 September 2026, Preah Sihanouk Province recorded 168 registered trusts holding total trust assets of USD 241,695,988.90.
Commercial real estate trusts in Preah Sihanouk Province accounted for USD 197,704,663.90 in trust assets, while escrow-service commercial trusts accounted for USD 43,991,325.00. The trust registration and asset reporting figures provide a concrete basis for assessing sector size and types of fiduciary arrangements in the province.
Key Developments
On 7 September 2026 the Trust Regulator, in collaboration with the Preah Sihanouk Provincial Administration, organized a dissemination seminar at Sokha Beach Resort under the presidency of H.E. Sok Dara, Director General of the Trust Regulator, and Mr. Long Dimanche, Deputy Provincial Governor. Participants included representatives from provincial departments, the three armed forces, the Preah Sihanouk Provincial Court of First Instance, tax and customs branches, educational institutions, the provincial chamber of commerce, the Cambodian Young Entrepreneurs Association, trust companies, trust operators, and other relevant stakeholders.
The seminar presented the legal framework applicable to the trust sector, mechanisms for protecting trust assets, and obligations related to customer due diligence (KYC) for parties involved in trust operations. The event was framed as an outreach and capacity-building exercise to increase awareness of regulatory requirements among both public agencies and private trust-sector actors.
Compliance Implications
The Trust Regulator targeted trust operators, service providers, and provincial institutions as primary audiences for improved compliance awareness. Attendees received information intended to clarify statutory responsibilities on asset protection and customer due diligence as they apply to registered trust arrangements and escrow services for real estate transactions.
