Cambodia Accounting Regulation: ACAR Compliance Enhancement and Digital Financial Reporting

Background

The Accounting and Auditing Regulator (ACAR) is the oversight unit within the Non-Bank Financial Services Authority responsible for accounting and auditing oversight for non-bank entities. On 23 May 2026 ACAR organized an online dissemination workshop attended by approximately 300 participants and presided over by Director General Bou Tharin.

ACAR’s Compliance Enhancement Project addresses laws and sector development planning, financial reporting frameworks and standards, the chart of accounts for enterprises and non-profit entities, the preparation of financial statements including digital reporting, and procedures for submitting financial statements to ACAR. The project is aligned with the Accounting and Auditing Sector Development Strategy 2025–2035, which sets targets for a stronger, more transparent, and reliable accounting and auditing system.

Key Developments

The dissemination workshop presented the project framework and targeted capacity building for accountants, financial managers, accounting firms, enterprises, and non-profit entities. Participants were briefed on five practical program areas: legal and sector planning; adoption of reporting frameworks and standards; standardized account classification for entities; digital-ready financial statement preparation; and formal submission procedures to ACAR.

Policy Context

The Compliance Enhancement Project is positioned as an implementation pathway under Cambodia’s broader sector strategy for 2025–2035 and is presented as a mechanism to increase consistency between private-sector practice and official reporting standards. ACAR framed improved compliance as a factor that supports investor confidence and contributes to national economic recovery by improving the reliability of financial information used by regulators and market participants.

Operational Implications

Enterprises and accounting practitioners can expect practical guidance on chart of accounts alignment, standardized reporting formats, and use of a digital reporting channel for financial statements. The initiative emphasizes capacity building rather than imposing a new law in itself; participating organizations are encouraged to adopt the recommended procedures and digital reporting practices introduced during the program.
