Background
The Ministry of Health manages H-EQIP 2 as a sector-level project focused on promoting quality and equity in health service delivery through coordinated implementation and donor supervision. H-EQIP 2 is a project to promote quality and equity in health services under Ministry of Health oversight.
Project oversight mechanisms for H-EQIP 2 include periodic Implementation Support Missions (ISM) by development partners and monitoring against a Project Development Objective (PDO) framework to track results. The World Bank carried out an Implementation Support Mission (ISM) as part of routine project supervision to review progress and findings.
Key Developments
On 22 May 2026 at the Ministry of Health headquarters in Phnom Penh, the project director led a consolidated review of evidence from the World Bank’s seventh Implementation Support Mission. The session reviewed five areas of work: (1) progress toward the Project Development Objective (PDO); (2) findings from the ISM team; (3) points requiring agreement or corrective action; (4) measures to accelerate and improve implementation efficiency; and (5) next steps and the continued implementation plan.
Institutional Role
Senior Ministry officials attending included state and under-secretaries, the secretary-general, the director-general for technical health, deputy directors-general, and departmental directors. Development partners represented at the review included the World Bank, Australia’s DFAT, the Global Financing Facility (GFF), KOICA, and KfW, reflecting multi-donor engagement in project supervision and technical support.
Operational Implications
The project director provided a positive assessment of implementation progress reported during the ISM and issued recommendations to strengthen timeliness and effectiveness of ongoing activities. The meeting set out roles for follow-up actions and refinement of work plans to align with agreed implementation milestones.
