Background
On 13 March 2026, the Accounting and Auditing Regulator of the Non-Bank Financial Services Authority organized a training session on the digital financial reporting platform for small and medium-sized entities and non-profit entities. The session was presided over by Mrs. Nean Bony, Deputy Director General of the Accounting and Auditing Regulator, representing the Director General, with participation from the regulator’s leadership and technical officials.
According to the regulator, the initiative is connected to the Accounting and Auditing Sector Development Strategy in Cambodia 2025–2035, which sets out six pillars for a ten-year implementation period. The regulator stated that the sixth pillar, focused on technology development in the accounting and auditing sector, underpins the development of the digital financial reporting platform. The platform was officially launched at the 2024 National Accounting Forum.
Scope of Application
The training was directed at small and medium-sized entities and non-profit entities. The platform is intended for the preparation of financial statements and notes using a common digital format and data structure aligned with accounting standards.
Key Provisions or Decisions
The regulator described several intended functions and benefits of the digital financial reporting platform:
First, it is designed to facilitate the preparation process and reduce the cost of preparing financial statements and notes through a standardized digital format and data structure consistent with accounting standards.
Second, it is intended to reduce errors and improve the level of compliance in financial statement preparation through automated compliance checks in digital financial reporting.
Third, it is intended to improve the quality of financial statements by aligning reporting with accounting standards and the accounting cycle used under international accounting standards.
Fourth, it is intended to support better decision-making and investment analysis through financial ratio analysis.
Implications for Investors, Businesses, or Compliance
For SMEs and non-profit entities, the platform indicates the regulator’s continued move toward more standardized and technology-based financial reporting practices. The training also shows the regulator’s effort to encourage reporting aligned with accounting standards through a digital preparation tool. Businesses and organizations within the target group may need to monitor future guidance, technical requirements, or implementation measures related to the use of the platform.
