Background
The Trust Regulator (TR) is the statutory authority responsible for registration, supervision, and development of trust-sector activities within Cambodia’s non-bank financial framework.
The draft “Strategic Plan for Digital Transformation in the Non-Bank Financial Sector 2026–2030” sets a planning horizon and coordination objective for digital adoption across non-bank financial services in Cambodia. On 28 August 2026, TR representatives led by Deputy Director General Khun Veasna, together with Mr. Rin Ratha, Director of the Department of Trust Registration, attended a stakeholder consultation on the draft plan at the Hyatt Regency Phnom Penh under the chairmanship of H.E. Mey Vann, Secretary of State of the Ministry of Economy and Finance.
Scope of Application
The draft strategic plan covers digital transformation measures targeted at Cambodia’s non-bank financial sector for the period 2026–2030. Relevant stakeholders include trust-sector entities, other non-bank financial service providers, the Trust Regulator, and coordinating bodies within the Ministry of Economy and Finance and the General Secretariat of the Non-Bank Financial Services Authority.

The consultation workshop was convened to collect additional input from stakeholders so the draft plan could be made more comprehensive and implementable. With permission from the Director General of the TR, Mr. Rin Ratha was authorized to participate in the workshop’s question-and-answer session representing the regulator.
