Cambodia Trust Regulation: TR and Bar Association Coordinate Legal Training and MoU Implementation

Background

The Trust Regulator is the authority that manages, supervises and develops the trust sector in Cambodia.

The Bar Association of the Kingdom of Cambodia maintains a Department of Research, Publication and Dissemination that provides research and training resources for legal professionals. On 2 July 2026, senior officials from the Trust Regulator and the Bar Association met at the Trust Regulator office to prepare an action plan to implement a Memorandum of Understanding between the two institutions.

Agenda items discussed included the identification of short‑ and medium‑term priority activities, the establishment of coordination mechanisms and focal persons, and the organisation of workshops, training courses and guidance materials related to trust-sector practice for lawyers.

Scope of Application

The cooperation applies to institutional activities between the Trust Regulator and the Bar Association aimed at operationalising their signed Memorandum of Understanding on the trust sector. Activities covered by the plan focus on capacity-building, coordination arrangements between the two institutions, and production of guidance and training materials targeted at legal practitioners engaged with trust arrangements.

Key Provisions or Decisions

  • Identification of priority activities that can be implemented in the short and medium term.
  • Designation of coordination mechanisms and focal persons from both the Trust Regulator and the Bar Association.
  • Agreement to organise workshops and training courses on trust-sector topics for lawyers.
  • Preparation of guidance documents and dissemination materials relevant to trust administration and related legal practice.
  • Creation of a foundation for continued institutional cooperation to support implementation of the MoU.

Implications for Investors, Businesses, or Compliance

Legal practitioners advising clients on trust arrangements can expect targeted training and guidance documents as a result of the planned cooperation between the regulator and the Bar Association. The establishment of named focal points and coordination mechanisms is intended to streamline inter-institutional communication on trust-sector administration and professional guidance.
