Background
The Trust Regulator is the national authority that manages, supervises and develops the trust sector in Cambodia, including requirements for training, examinations and accreditation of individuals who provide trust services. Certificates issued after passing the qualifying examination are official documents that confirm completion of the training and remain valid for two years.
The regulator’s capacity-building framework for the trust sector combines a three-day training covering the legal and regulatory framework and technical aspects with a qualifying examination held on the fourth day for new applicants. Continuing Professional Education (CPE) courses are provided as a renewal pathway for providers whose certificates have expired, without requiring re-examination.
Scope of Application
The training and qualifying examination apply to individuals who work with companies and other persons providing services in the trust sector, and to persons who intend to provide such services. The 9th training round was organised by the Trust Regulator at the Business Development Center from 22–24 June 2026 and included 173 participants drawn from companies, prospective service providers, and members of the public.

The Trust Regulator requires completion of the specified training and passing the qualifying examination as a prerequisite for applying for a license, authorization, or official recognition from the regulator. The programme’s curriculum prioritises two elements: the sector’s legal and regulatory framework, and technical competencies needed to deliver trust services. Successful candidates receive an official certificate that confirms fulfilment of the training and examination requirements and that remains valid for a fixed period.

Companies offering trust services must ensure that personnel who provide regulated services complete the approved training and achieve examination success to satisfy licensing prerequisites. Firms with staff holding expired certificates must send those staff to CPE courses to renew certificate validity rather than require a new examination. The Trust Regulator has run eight prior rounds of these programmes, with about 1,400 total participants and approximately 1,323 successful candidates, indicating an established administrative track record for accreditation and workforce qualification in the sector.
