Background
On 2 June 2026, H.E. Sok Dara, Director General of the Trust Regulator, convened a discussion with the Working Group on the Study of Best Practices for Family Trusts and Charitable Trusts (WG-FCT). The working group examined legal and technical frameworks related to the establishment, registration, and management of family trusts and charitable trusts.
Participants included the Department of Legal Affairs and Inspection and the Department of Trust Registration within the Trust Regulator, together with representatives from trust companies and trust operators. The discussion aimed to set directions for the development of the family trust and charitable trust markets in Cambodia with stated objectives of improving efficiency, sustainability, and public confidence in the trust sector.

Attendees identified in the discussion included Ms. Chhean Sokhary, Director of the Department of Legal Affairs and Inspection and Chair of the WG-FCT, and Mr. Rin Ratha, Director of the Department of Trust Registration and Vice Chair of the WG-FCT, together with members from the Trust Regulator and private-sector trust operators.
