Cambodia Trust Regulation: KYC and AML/CFT Guidance for the Trust Sector

Background

The Trust Regulator and the Cambodia Financial Intelligence Unit jointly organized dissemination guidance on Know Your Customer (KYC) and Customer Due Diligence (CDD) measures for the trust sector on 25 May 2026. The guidance was presented to trustees and related persons providing services in the trust sector and is intended to support compliance with anti-money laundering and counter-financing of terrorism (AML/CFT) obligations.

The published materials align with international recommendations from the Financial Action Task Force (FATF) and the Global Forum on Transparency and Exchange of Information for Tax Purposes (OECD). The workshop activity also referenced Cambodia’s Second National Risk Assessment on Money Laundering and Terrorism Financing (NRA II) dated 25 February 2026 as part of the sector risk context.

Scope of Application

The guidance and instruction apply to trustees and related persons who provide services in the Cambodian trust sector and to reporting entities required to perform KYC and CDD under the national AML/CFT framework. Coverage includes trust-service operators subject to oversight by the Trust Regulator and entities that must report suspicious transactions to the Cambodia Financial Intelligence Unit.

Key Provisions or Decisions

The materials disseminated during the workshop focus on Know Your Customer (KYC) measures specific to trust operations and on Customer Due Diligence (CDD) measures within the national AML/CFT framework. The Trust Regulator and CAFIU framed the guidance to facilitate practical implementation by trust operators and to support the maintenance of the sector’s low-risk rating identified in the NRA II report.

Implications for Investors, Businesses, or Compliance

Trustees and compliance officers in the trust sector are expected to review and align internal policies, client onboarding procedures, and reporting workflows with the published KYC/CDD guidance. The guidance increases the emphasis on documented customer identification and risk assessment practices for trust-service providers operating in Cambodia.
