Cambodia Regulation and Governance: Senate Reviews Draft Laws and Appoints Committees

Background

The Senate of Cambodia convened a simple plenary session of the 5th legislature on 29 September 2026 to review draft laws and to conduct internal committee elections.

The Senate reviews draft legislation and provides opinions as part of the parliamentary legislative oversight process.

Senate committees are constituted through internal votes to provide sector-specific legislative review and oversight, including for transport, energy and construction matters.

Scope of Application

This plenary review covered draft laws submitted for Senate opinion that concern approval of international instruments, amendments to national professional regulation, and internal Senate committee membership for sectoral oversight. The matters considered apply at the national level and involve links to international agreements, professional regulation for the legal profession, and the composition of Senate committees responsible for multiple economic and infrastructure sectors.

Key Provisions or Decisions

  1. Review and opinion on a draft law concerning approval of consent to an instrument to amend the statutes of the Association of Southeast Asian Nations (as presented to the Senate).
  2. Review and opinion on a draft law concerning approval of consent to a convention on privileges and immunities for a secretariat, personnel and representatives of a regional conference on interaction and confidence-building measures in Asia (as presented to the Senate).
  3. Review and opinion on a draft law concerning approval of consent to an agreement between the Kingdom of Cambodia and the Russian Federation related to protection or transfer of persons within the field of international criminal justice (as presented to the Senate).
  4. Review and opinion on a draft law proposing amendments to the statute governing qualifications for the legal profession (law on advocate qualifications).
  5. Conducted a vote to select and fill membership of Senate committees covering public works and transport, civil aviation, posts and telecommunications, industry, science and technology and innovation, minerals and energy, commerce, land management, urban planning and construction for the 5th legislature.

Implications for Investors, Businesses, or Compliance

Draft laws that approve international agreements typically require subsequent coordination between the executive branch and sectoral ministries to implement treaty obligations; stakeholders in affected sectors may need to monitor implementing regulations. Amendments to professional qualification rules for lawyers can affect compliance procedures for legal counsel and representation in commercial and criminal matters. The appointment of committee members for transport, energy and construction signals which parliamentary bodies will lead future legislative scrutiny and hearings relevant to infrastructure and regulatory reform.
