Cambodia Financial Infrastructure Regulation: SERC Reviews Server Operations for Derivatives SupTech

On 31 August 2026 the Securities and Exchange Regulator of Cambodia (SERC) convened a technical review to address challenges in server operations for its supervisory IT platform supporting derivatives trading.

Background

The Securities and Exchange Regulator of Cambodia (SERC) operates a supervisory information technology system that applies SupTech and RegTech tools to monitor derivatives trading activities. Servers used by the supervisory IT system provide the computing capacity and data storage required to ingest market data, execute surveillance processes, and retain audit records for regulatory review.

The meeting was held with authorization from H.E. Sou Socheat and was led by H.E. Dr. Vin Pheakdey in his capacity as Deputy Director General and deputy chair of the working group for the development of the supervisory IT system. Participants included Cambodia Post e-Solutions Plc., the Ministry of Economy and Finance IT technical team, and members of SERC’s working group on the derivatives supervisory IT project.

Key Developments

The working group met to review technical issues and to resolve problems related to the use of servers that operate the SupTech/RegTech system for derivatives trading. The session focused on ensuring the operational readiness of the server environment and concluded, according to SERC communications, smoothly and fruitfully.

Institutional Role

SERC has designated a cross-cutting working group to monitor the development of the supervisory IT system for derivatives trading, with a FinTech working group providing technical leadership. The participation of a state-owned IT service provider and the Ministry of Economy and Finance technical team indicates coordination between regulator, public IT services, and central government technical resources in supporting the platform’s infrastructure needs.

Operational Implications

The meeting addressed practical server-related challenges that are part of deploying a live supervisory technology platform, including configuration, integration with market data feeds, and stable operation of surveillance functionality. Continued technical reviews and vendor-government collaboration are documented as part of SERC’s process for implementing the derivatives supervision system.
