Cambodia Securities Regulation: Development of a Risk-Based Supervision Framework

Background

The Securities and Exchange Regulator of Cambodia (SERC) led a working-group meeting on August 19, 2026 to advance the development of a risk-based supervision (RBS) framework for the securities sector. The Securities and Exchange Regulator of Cambodia (SERC) is the national regulator charged with supervising Cambodia’s securities market and developing related regulatory frameworks.

Risk-based supervision organizes supervisory priorities by assessing the probability and potential impact of risks to market integrity, investor protection, and financial stability within the regulated sector. The meeting involved a regulatory consultant supported by technical assistance from the International Monetary Fund (IMF) to assist SERC in designing RBS tools and procedures.

Scope of Application

The framework under development is intended to apply to entities supervised by SERC within the securities sector, including licensed intermediaries, issuers, market operators and other regulated participants. Scope decisions for an RBS framework typically determine which entity types, activities, and risk metrics the regulator will use for on-site and off-site supervision.

Key Provisions or Decisions

Elements commonly included in RBS frameworks are a risk taxonomy, standardized risk-assessment procedures, criteria for prioritizing supervisory targets, and guidance on supervisory responses and reporting. The working group meeting was convened to progress those design elements with advice from an external regulatory consultant under IMF technical assistance.

Implications for Investors, Businesses, or Compliance

Implementing a risk-based supervision framework would allow SERC to allocate supervisory resources toward higher-risk firms and activities, and could change compliance expectations for supervised entities by increasing emphasis on risk management, governance, and reporting. Businesses in the securities sector may need to document and demonstrate controls aligned with SERC’s risk-assessment criteria as the framework is phased in.
