Cambodia Securities Regulation: ADB Technical Assistance on Investment Rules for Collective Investment Schemes

Background

The Securities and Exchange Regulator of Cambodia (SERC) is the government agency charged with regulating Cambodia’s securities market and supervising market intermediaries.

ADB is providing technical assistance to SERC to develop a regulatory framework related to permissible investments for Collective Investment Schemes and to conduct a feasibility study on the participation of Sovereign Wealth Funds in Cambodia’s securities market.

Scope of Application

The technical assistance covers two linked outputs: a regulatory framework addressing what asset types and investment activities are permissible for Collective Investment Schemes (CIS), and a feasibility study assessing Sovereign Wealth Fund participation in Cambodia’s securities market. The scope is targeted at rulemaking and market-entry considerations within the national securities regulatory system.

Key Provisions or Decisions

SERC and an ADB expert held a virtual kick-off meeting on 18 August 2026 to begin the assistance process. The expected deliverables from the engagement are a draft regulatory framework for permissible investments by CIS and a feasibility study examining the modalities for Sovereign Wealth Funds to participate in the Cambodian securities market.

Implications for Investors, Businesses, or Compliance

The planned regulatory framework and study are directly relevant to asset managers, collective fund operators, institutional investors and policymakers who engage with Cambodia’s capital markets. Clarification of permissible investments for CIS and an assessment of Sovereign Wealth Fund participation will inform future licensing, product design, and investor engagement within the securities sector.
