Cambodia Digital Governance Infrastructure: SERC Launches Modern Administrative Workflow System

Background

The Securities and Exchange Regulator of Cambodia (SERC) is the national authority responsible for regulating securities markets and overseeing capital market development. On 19 August 2026, SERC’s deputy director general formally launched a modern digital administrative workflow system intended to support the regulator’s internal development.

The project was presented to department directors, deputy directors and relevant officials as part of SERC’s effort to align internal operations with the Capital Market Development Plan (2025–2035). SERC framed the system as a tool to enhance operational efficiency, strengthen institutional integrity and support capacity building within the regulator.

Key Developments

On 19 August 2026 (equivalent to 6th day of Sra’pov month in the Buddhist calendar), Deputy Director General Lekha Vichetra led a formal meeting to present and place the digital workflow system into operation, with authorization from Su Sochatey acting as Director General of SERC. Attendees included department heads, deputy department heads and relevant civil servants and staff from SERC. The announcement and event details were published on SERC’s official social channel.

Institutional Role

SERC operates as the regulator responsible for the oversight and development of Cambodia’s capital markets, and internal administrative systems are a component of broader regulatory capacity. Introducing a centralized administrative workflow aims to support the regulator’s governance mechanisms by standardizing internal procedures and aligning staff activities with institutional development targets set out in sector planning documents.

Operational Implications

The digital workflow system is expected to centralize administrative functions and provide a common platform for managing internal processes, approvals and records. For SERC staff and managers, the system creates a single reference point for procedural steps, which can assist in tracking process status and maintaining institutional records as SERC implements elements of the 2025–2035 capital market development plan.
