Background
The Securities and Exchange Regulator of Cambodia (SERC) conducted a wrap-up session on 11 August 2026 to progress two regulatory deliverables related to virtual assets and FinTech for the securities sector. The meeting convened SERC leadership with technical advisers from the Asian Development Bank and international experts to coordinate completion of the drafts.
The Securities and Exchange Regulator of Cambodia (SERC) is preparing a draft law on the management of virtual assets and digital assets. SERC is also developing a FinTech Development Roadmap for the securities sector with technical assistance from the Asian Development Bank and international experts.
Scope of Application
The two drafting products under development are targeted at the securities sector and address the management and technological integration of virtual or digital asset activities within that sector. SERC is the coordinating regulator for these initiatives, situating the instruments within capital-market governance rather than general financial-sector regulation.
Key Provisions or Decisions
On 11 August 2026 H.E. SOU Socheat, Delegate of the Royal Government and Director General of SERC, and H.E. Dr. VIN Pheakdey, Deputy Director General and Chair of the FinTech Working Group, joined ADB advisers Mr. Jason De Mink and Mrs. Claire Gerrand for the wrap-up meeting. H.E. SOU Socheat provided directive recommendations to the engaged experts to complete the two draft instruments on the schedule agreed between SERC and the technical assistance mission.
Implications for Investors, Businesses, or Compliance
The active drafting phase under SERC oversight establishes the formal rulemaking pathway for virtual assets and related FinTech activity in the securities domain. Market participants and compliance teams in Cambodia’s securities and FinTech sectors should follow SERC announcements to obtain the official drafts and definitive compliance requirements once published.
