Background
An inter-ministerial working group has been formed to prepare a legal framework governing virtual and digital assets and related legal instruments in Cambodia. The working group is tasked with preparing legislation on the governance of virtual/digital assets and associated legal instruments.
The group’s inaugural meeting was co-chaired by Ros Sileva, Secretary of State at the Ministry of Economy and Finance, and Yim Leat, a deputy director at the National Bank of Cambodia, and was hosted at the Securities and Exchange Regulator of Cambodia on 10 August 2026. The meeting formally announced the group’s membership and set the initial direction for drafting work on legal texts and procedural instruments.
Scope of Application
The working group’s mandate covers the preparation of law(s) and complementary legal instruments that will define governance arrangements for virtual/digital assets and associated procedural rules. The scope, as described at the first meeting, includes drafting responsibilities for interlinked legal texts and codes of conduct relevant to asset classification and governance.

At the first session, participants confirmed the group’s composition and discussed priority workstreams for the drafting process. The co-chairs and invited senior officials outlined responsibilities for coordination across ministries and agencies involved in financial regulation and justice administration.

The drafting process will produce legal instruments that, when enacted, will define licensing, governance and compliance obligations for market participants operating with virtual or digital assets.
