Cambodia Securities Regulation: Digital Assets Policy and Market Supervision

Background

The Securities and Exchange Regulator of Cambodia (SERC) hosted a technical meeting on 2 July 2026 at its Phnom Penh office that brought SERC leadership together with a senior financial sector expert from the International Monetary Fund (IMF). SERC is the national authority responsible for licensing and supervising securities market participants in Cambodia.

The engagement formed part of technical discussions under the IMF Article IV consultation mission for 2026 and focused on regulation and supervision of the digital assets market within Cambodia’s securities sector. An IMF Article IV consultation is a periodic review in which IMF staff assess a member country’s macroeconomic and financial sector policies.

Scope of Application

The meeting addressed regulatory arrangements for digital assets operating in or linked to the securities market in Cambodia, with attention to market oversight and supervisory roles. Participants included H.E. Sou Socheat, Director General of SERC, and Ms. Ke Chen, Senior Financial Sector Expert from the IMF Legal Department.

Key Provisions or Decisions

The session was a technical consultation rather than a formal rulemaking announcement. Discussions focused on principles and frameworks for how SERC might regulate and supervise tokenised or digital instruments when they fall within securities-sector mandates, as documented by SERC in its meeting summary.

Implications for Investors, Businesses, or Compliance

Engagements between a national regulator and IMF technical experts contribute to the policymaking process by informing potential regulatory design choices for digital-asset activities within the securities sector. Market participants and compliance advisers should monitor SERC publications and subsequent regulatory instruments for definitive rules or licensing requirements arising from these consultations.
