Background
The Securities and Exchange Regulator of Cambodia (SERC) organized a two-day capacity-building workshop in Phnom Penh on June 2–3, 2026 that focused on sustainability reporting, ESG data readiness, and digital innovation for the sustainable finance ecosystem. The SERC is the statutory regulator charged with oversight of Cambodia’s securities market and with convening market participants on disclosure and reporting standards.
The workshop aimed to strengthen institutional capacity for environmental, social and governance (ESG) data readiness and to promote multi-stakeholder coordination on sustainability disclosure. Sustainability reporting and ESG disclosure are mechanisms for companies to provide environmental, social and governance information to investors, regulators and other stakeholders, and digital data infrastructure supports standardized collection and reuse of that information.
Scope of Application
The convening targeted SERC management and officials, representatives from government ministries and agencies, development partners, industry associations, financial institutions, listed companies, and other capital-market stakeholders. Four equity-listed entities participated as pilot volunteers for ESG disclosure: Phnom Penh Autonomous Port, Sihanoukville Autonomous Port, Phnom Penh Autonomous Water Supply Authority, and Phnom Penh Special Economic Zone (PPSEZ).

Workshop speakers included experts from UNESCAP, GGGI, ADB, ESMA, AMRO, ISSB Beijing Office, UNDP China, UNEP-FI, and several academic and advisory organizations. SERC’s Director General reiterated the government’s commitment to promoting sustainable finance and highlighted capacity building, improved sustainability reporting practices, stronger data readiness, and digital innovation as priorities for enhancing market transparency and regulatory effectiveness.
